Technical Systems and Requirements Consultant

Our client, a large government customer, are seeking a Technical Systems and Requirements Consultant to join their team. The role is based in Bristol. The role requires SC clearance and candidates must be sole UK nationals.

Requirements are scheduled to run from 21/08/2023 to 15/09/2023 and offer a rate up to £710/day

IR35 STATUS: Inside IR35. Our client has indicated that they intend to operate the engagement as Inside IR35. Candidates would be required to operate through an umbrella company on this engagement. The rates above represent rate payable to the umbrella co.

The Role

Project Mission Services Assurance (MSA) has submitted an invitation to tender for industry submissions for a short term contract. The industry contract will be to conduct 5 written studies to advise the clients customer how to proceed with the following subjects: CA (Certificate Authority), IDAM (Identity and Access Management), DCO (Defensive Cyber Operations), OSM (Operational Service Management), HTG (High Threat Gateways). Industry are also bidding to complete a study, design and then implement a working PKI (Public Key Infrastructure) system within the deployed environment.

Task Statement of Technical Requirements

Capability to moderate technical answers provided by the client in response to the future Delivery Partner on the following activities:

Technical Question 1: Narrative of the 6 studies

Technical Question 2: Narrative of PKI Design & Implementation

Technical Question 3: User and System Requirements

Technical Question 4: System Software

Technical Question 5: Approach to Integration

Technical Question 6: System Design Authority

Technical Question 7: Verification and Validation

Technical Question 13. Description of the proposed inclusion of support

The Authority request the contractor has knowledge of system software engineering as well as experience in organising and conducting contract moderations. The Authority also requests the contractor has the IT infrastructure to access the Network in the form of an assigned laptop, or an active MODNET account.

The evaluation and moderation of MSA Framework Contract has been split into two phases. The first being bidder response evaluations and the second being the moderation of these.

During the evaluation period the authority requires the contractor to review and understand MSAs statement of requirements, MSA contract success criteria (to develop an understanding on what results in a successful and unsuccessful bid), MSA contract scoring guidelines as well as digesting all bidders’ technical responses to the above technical questions. These activities will run from 21/08/2023 – 04/09/2023.

During the second phase of the evaluation and moderation the Authority requires the contractor to moderate the evaluators responses and produce to the Authority an overall score per technical question. The contractor will receive, from the Authority, a breakdown of each evaluator’s scores and rational per question. It is the contractor’s responsibility to conduct moderation sessions with the evaluators and come to a common census for an overall score. The contractor will then compile all notes taken during the moderation sessions into a single document per technical question with an allocated score as decided during the moderation sessions. Once the contractor has completed the above, they shall provide the Authority’s commercial team with the moderation responses.

This activity will run from 05/09/2023 – 12/09/2023.

Candidate Eligibility

Candidates must be eligible to work in the UK, this role will not offer Visa sponsorship. Tier 2 – General visas cannot be accepted.
