Technical Program Manager/Ops Lead - Hybrid

XOR Security, An Agile Defense Company is currently seeking a Program Manager/Operations Lead with advanced skillsets in cyber security, to develop and operate cyber security capabilities for a variety of federal customers.  Candidates should have excellent written and oral communication skills, be able to work independently and as part of a team, with demonstrated leadership capabilities.  

***Onsite in Washington, D.C. 3 - 4 times a week!

Job duties include:

Manages the entire NSOC support program, and is responsible for: • Serving as the Contractor’s main point of contact (POC), and this individual is responsible for the overall performance of the contract; • Ensuring that contract requirements, deliverables, and service levels are met; • Meeting all technical, financial, and contractual requirements of the task order; • Ensuring all deliverables meet quality standards and performance requirements; • Managing the day-to-day activities of the FCC NSOC; • Serving as the Contractor’s main POC for daily cyber security operations; • Handling day-to-day staff assignments, and providing coverage for the FCC NSOC; and • Serving as the subject matter expert (SME) in cyber security operations and incident response.

Candidate must have the required Qualifications:

  • Security Clearance: TS with SCI eligibility
  • Required Certifications: (1) CISSP or CISM; and (2) CEH or GIAC (GPEN, GWAPT, GCFA, or GNFA); and (3) GCIH or GCIA.
  • PMP certification preferred.
  • Education and Experience:
    • Bachelor’s Degree from an accredited college and 8+ years of experience in the field of cyber security that includes hands-on experience working within a Federal Security Operations Center (SOC) environment and experience with project management.
Skills: • Broad knowledge of current security technologies, processes and strategies. • Knowledge of security policy and technical standard development, secure infrastructure design reviews, multi-tiered trust zone structures, and complex networking through multiple level network security structures. • Knowledge of NIST and FIPS security controls. • Proficiency in Microsoft Office products to include Excel, PowerPoint, and Word. • Strong interpersonal and communication skills with the ability to lead and work as part of a team; and • Demonstrated strong oral and written communication and client facing skills.

Desired Qualifications:

  • Experience in mentoring and training junior, mid-level, and senior analysts.
  • Proficiency in utilizing various packet capture (PCAP) applications/engines and in the analysis of PCAP data.
  • Ability to develop rules, filters, views, signatures, countermeasures and operationally relevant applications and scripts to support analysis and detection efforts.
