The Action Fund engages in educational, advocacy, and electoral activity, including grassroots organizing, legislative advocacy, and voter education.Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund (PPAF) seek a strategic Director to lead the IT & InfoSec Portfolio & Project Management Office (PMO). This role reports to the National Director, Office of the CIO and oversees the Portfolio and Project Management program across the CIO team. The CIO department provides the strategy and implementation of the Information Technology and Information Security programs that safeguard the data entrusted to Planned Parenthood by its patients, supporters, donors, and staff.Purpose:  The Director, IT and Information Security Portfolio & Project Management is responsible for strategically guiding the portfolio of work governed by the CIO department as well as the operational execution of managing priority projects as assigned. Works closely with the National Director, OCIO, to define processes to streamline and optimize our ability to deliver high-quality projects within time and budget. This includes supporting the annual strategic planning, managing the CIO prioritized portfolio, and ensuring that all programs and projects are aligned with PPFA strategic goals to meet the targets/major milestones.This leadership position will also serve as a project management role for critical, priority initiatives assigned by the National Director, OCIO. As the project lead, this director role will work closely with business stakeholders and the CIO Leadership Team to manage critical projects, ensuring the successful delivery of project goals.Delivery: Portfolio Management:●Matures the portfolio management capabilities and streamlines the project management standards for the Information Technology and Security departments by;○identifying, crafting, and managing portfolio governance standards.○creating and maintaining a CIO Portfolio Dashboard to track KPIs against strategic priorities and accomplishments for all CIO towers.●Supports the working processes for the Tech Governance working processes to bring insights on aligning new demand to Project Management Resources for capacity planning.●Oversees the technical InfoSec and IT projects managers.●Drives continuous improvement of Office of the CIO's Project and Portfolio Management core processes, tools, resources, and skill development to ensure efficiencies and increased productivity in support of our services.●Manages regular operational review of the portfolio to ensure priority alignment, risks, and issues are proactively raised with stakeholders to ensure on time, on budget, and on scope of all projects.  Program & Project Management:●Serves the CIO organization through project management support of approved projects and ensures the project managers drive progress to high quality and successful outcomes.●Provides hands-on project management responsibility for priority projects, as assigned by OCIO leadership. ●Oversees project managers that manage all phases of projects based on the CIO project governance standards, including initiation, planning sessions, closure, and templatization.●Ensuring resource availability and allocation.●Provides program and project expertise and guidance to the project managers on making major/strategic changes to project scope, project schedule, and project costs using appropriate verification techniques. ●Creates project management framework and standards to drive project management excellence. Trains resources/teams to ensure they follow the project management standards.●Build a cohesive project team from various cross-functions, drive best practices into the organization, and deliver key results.●Scrum Team Collaboration - Translates strategic priorities into ways of working and ensures adoption of these practices across scrum teams.●Actively participates in evaluating our project management processes, identifies opportunities and drives the adoption of simple and practical solutions.●CIO Project Standards Development & Maintenance - Actively identifies, crafts, and manages CIO project management standards that support all Information Security and Technology programs.Strategic Planning: ●Support the National Director, Office of the CIO;○to drive focus and prioritization within the CIO department by establishing strategic planning and governance principles and processes.○to develop, plan and implement short and long-range goals and champion new ideas and initiatives.●Stays current with developments in new market trends and innovations in business planning, portfolio, program and project management capabilities, and leadership skills. Engagement: The Director, IT and Information Security Portfolio & Project Management plays a vital role in defining the long-term vision of the CIO Portfolio & Project function. This role is the primary driving force behind acquiring buy-in for implementing this vision across the CIO department. ●Experience in developing strong internal partnerships and fostering a strong team dynamic.●Formulate strong partnerships with Technology Business Partners, Enterprise Application Leads, Enterprise Architecture, and all key team members to ensure successful project delivery for our business partners.  ●Leads the CIO operational portfolio review process in partnership with CIO Leadership and key stakeholders across the CIO team. ●Engages with project stakeholders at all levels to ensure key project measures are met. ●Designs and presents status reports, tools, and materials for executive presentations.●Measuring project performance using appropriate tools and techniques.●Strong communication skills to provide support directly to all levels of management and staff. ●Comfortable interacting with both executive and general staff and communicating with both technical and non-technical audiences. ●Nurtures our DEI-centered culture with the voice of our staff at the forefront.●Resolves conflict while optimizing individual and team abilities. ●Work with the Operations teams to develop tools to ensure coordination of projects and deliverables; support opportunities to better integrate and align core Operations processes with organizational program needs. ●Performing other related duties as assigned by the Office of the CIO.Knowledge, Skills and Abilities (KSAs):●8+ years of project and portfolio management experience working in the technology industry and extensive program and project management skills and capabilities.●Master’s degree, MBA, or any other professional PM certification is preferred.●Strong leadership skills and proven record of managing technical and non-technical project managers. ●Proven ability to lead cross-functional, complex technology projects. ●Deep understanding of industry standard technology related program and project management methodologies and toolsets.●A technology thought leader with a clear eyed understanding of technology and software processes.●Advanced problem solving skills to manage and resolve issues independently where applicable.●Effective collaborator, ability to coordinate multiple work streams simultaneously.●Excellent written, oral, and interpersonal communication skills.●Ability to present ideas in business-friendly and user-friendly language.●Highly self-motivated, self-directed, and attentive to detail.●Experience with systems design and development from business requirements analysis through to day-to-day management.●Ability to work in diverse groups and a multicultural workforce, while showing sensitivity and appreciation to cultural differences.●A compelling and clear communicator who can showcase strategy/program value into concise practical messages that influence decision makers.Travel: 0-10%, as needed.Total offer package to include generous vacation + sick leave + paid holidays, individual/family provided medical, dental and vision benefits effective day 1, life insurance, short/long term disability, paid family leave and 401k.
